Following a spike in opioid related overdoses in 2014, Chief Deputy Prosecutor (now York County District Attorney) Dave Sunday and York County Coroner Pam Gay formed the Heroin Task Force with the initial goals of reducing demand for heroin and illegally used prescription drugs, education of citizens and the reduction of drug related crime in York. In 2017, the name changed to York Opioid Collaborative reflecting a refinement of the mission and focus of the organization. This name change emphasized that opioid use and overdoes are best addressed with a multi-sector group focused on broader issues that required sustained effort. The York Opioid Collaborative received its 501(c)3 status in early 2018, equipping the organization to build sustainability to continue this work.
To coordinate and create collaborations that raise awareness and advocate for support to collectively implement solutions and programs for substance use disorders.
To significantly reduce the impact of substance use on the York County community and create an environment of continuous lifelong recovery and support.

The York Opioid Collaborative seeks the adverse impact of substance use in York County, while creating an environment that promotes and supports recovery for those with Substance Use Disorders and their families. The York Opioid Collaborative's mission is to coordinate and create collaborations that raise awareness and advocate for collective solutions to substance use.
